ARPSC Meeting Minutes December 17, 2007

Old Business
  1. Mike Holcomb (WA8KZY) edited and assembled a DVD with the video, pictures and audio from the 2007 tornados. Copies were distributed at this meeting.
    1. Embedded video and downloads will be available on the website later on this week.
  2. City of Lansing ID cards from the last photo session were passed out at the meeting. No date is set for the next ID card photo session.
  3. The one-day Technician class scheduled for 1/5/08 has 24 persons signed up at this time. Rocky (K8DRB) is meeting with the instructors during the next weeks to finalize assignments.
  4. FEMA certifications are required for a RACES card. The requirements are established by an agreement between MSP and the Michigan ARRL section. A link to the agreement can be found on the main LARPSC web page (). A spreadsheet was passed around at the meeting for all to review their certifications on record. If you are missing a certification, please take the free class available on the FEMA web site. The link to the class can be found on our web site under the "R.A.C.E.S. Requirements" link. Bring your certificate of completion to the next meeting. So far two of the required four classes have been offered locally. No date is set for the next two classes.
  5. Tom Shaver was sent one preliminary Lansing/Ingham ARPSC logo design but was unable to open it in the current format. Please consider designing a logo so we have the option to select from several to represent our organization.
  6. The weekly Lansing/Ingham ARPSC net on Monday evenings at 20:00 hours is going very well. Check-ins has been averaging 14. All are welcome and this net is both a training and informational net. Net Control duties will be passed around to help train our members in the proper procedures.
  7. The ARRL FSD-212 forms are submitted each month to the Michigan ARRL Section to reflect our time and activity. This demonstrates our commitment to the communities when we request funding for equipment or events. Many different areas of service are eligible for inclusion in the report as long as it is related to the mission of our organization. Examples include: LARPSC meetings, net control, public service events, training classes, work days at the EOC, etc. Please send your activity reports to Tom Shaver for inclusion in the monthly report he submits to our ARRL section.
  8. 6 names were provided to Mike Perez, (N8OUN), Ingham Co. Sheriff Dept. for key cards to the Ingham Co. Sheriff’s Office EOC. Cards are not issued yet.
  9. The D-Star project is still in the design stage. The Internet will be used to link the repeaters between counties. The repeater equipment is being funded by a grant to recognized amateur radio public service groups in the MSP District 1 EMD counties.
  10. A workgroup meeting with the City 911 center staff and LARPSC was held to work on policy for alerting the sirens located around the northern part of the county. Policy development continues.
  11. MEPIN is still in the construction stage and is estimated to be 95% complete. 100 alerting pagers were purchased with the original grant. The pagers will be used as a notification method for the LARPSC members. The pager distribution policy is still being finalized.
New Business
  1. calendars were passed out to all. This calendar reminds each person to do at least 1 thing every month to prepare for a disaster or crisis. Additional calendars are available through Mike Perez’s office.
  2. Our RACES requirements have changed:
    1. New Requirements can be viewed here.
    2. IS-22, IS-100, IS-200 and IS-700 are still required.
    3. IS-800 is no longer required.
    4. Background check is still required.
    5. The attendance policy has been modified to now require your involvement in 3 separate events representing at least 2 categories during a 12-month period. You are encouraged to be involved in all events when possible!
  3. Ben Holcomb (WA8BEN) will provide a monthly report of the Skywarn and LARPSC activities at the monthly CMARC meeting.
  4. Several links between the LCDRA repeater system and the W8HVG linked repeater system are now available. Our nets and functions use the LCDRA repeater systems.
  5. Trent Atkins, City of Lansing EMD, is financially supporting the remodel of the Station 8 EOC communications room. Several options have been explored regarding furniture or counter surfaces. Tentatively 3 work positions have been developed to meet the operational needs of the net control operators. The remodel work is planned for this spring.
  6. Don Cote (KD8BD) and Tom Shaver developed an After Action Report for our members as a method to provide useful feedback after an event. A form for printing is available at the web site under the "Resources/Downloads" link. Scroll down to "Forms" to locate the After Action Report form. Please complete an AAR form and return it to an AEC after an event or exercise, preferably within 24 or 48 hours. The forms will be reviewed and compiled into a single report for all to read. Both operational and technical "lessons learned" result from information in AARs'. We will also be posting a digital method of submitting these reports later this week.
  7. Steps are being taken to obtain more ATV equipment. The next station will be a 902 MHz transceiver that will allow for simultaneous transmissions while the 420 MHz station is transmitting. Work continues on the portable ATV repeater. Dennis Boone (KC8ZQZ) has done extensive research with the help of Jeremiah Sevrey (KC8EIA) regarding suitable low light level camera. Dennis made a 7 page recommendations to Trent Atkins, Lansing EMD, regarding the purchase of replacement cameras and equipment.
  8. Tom Shaver asked for feedback in regards to hosting an Emergency Communications Conference. The conference might be held in the fall and he was interested in content and focus of a conference. He noted 549 amateur radio operators live in Ingham County. This number does not include towns and cities that are immediately adjacent to the Lansing area or Ingham County. Please consider ideas and expectations for a conference of this nature and bring to our next meeting for discussion.
  9. Bill Mathews (KB8TTS) has activated an IRLP link on 146.460 MHz with a PL of 123.0 Hz. More information on IRLP can be found at the web page. Coverage reports have been good with Bill’s system.
  10. The LARPSC net has been cancelled for 12/24/07 and 12/31/07 due to the holidays. Next LARPSC net will be held at 21:00 hrs on 1/7/2008.
