ARPSC Meeting Minutes - September 17, 2007
Call to Order (City of Lansing EOC - Emergency Management)
  1. New "Sign-in" & RACES certification sheets are continuing to collect current data for emergency contact information
    1. The "Sign-in" sheet includes information such as: Name, Call, E-Mail, Phone, and the modes you enjoy working as a Ham. This list was created in Excel in order that we can begin to use it as an official database in order to keep track of all our members.
    2. The RACES Certification sheet is intended to be a ready reference for future training needs.


Old Business


  1. Those who attended discussed a tour of the Ingham County POD and District One CBRNE Support Trailer. Rainy weather prevented the actual use the equipment.
  2. Code Spear has now been configured for use with all AEC's and had been tested twice.
  3. FSD-212 "State Reporting Format" was discussed. KC8NJK thanked all those who have been regularly reporting: Net, numbers, hours, etc. As a reminder, please send all information to KC8NJK by the end of the month. Our group report has to be complete by the 5th of each month.


New Business


  1. August Tornado's "Lessons Learned" was discussed at length.
    1. Additional Skywarn Net Control Operators need to be trained
    2. Net Control Operator should be located in the EOC
    3. Trained spotters vs. unknown spotters - It was decided that reports coming in from known trained spotters should be relayed to NOAA and 911 as a confirmed report. Reports from unknown spotters should be relayed as unconfirmed reports.
  2. Meteorologist Rob Dale from WLNS TV-6 provided training on two different evenings on our new Doppler Radar System
  3. KB8ZQZ reported on the Full Scale "Monroe County / National Guard / IRLP Exercise". There were many struggles but communication between the State EOC, Monroe County and the Army National Guard was established. The IRLP link worked especially well. Lack of infrastructure within the Army National Guard headquarters provided additional problems with antenna's & the Internet.
  4. HAZMAT07 Exercise at Ingham Regional Medical Center (IRMC) attempted to send and receive Amateur Television between IRMC and the old Lansing General Hospital. The exercise was only a couple hours in length, so by the time most of the issues were resolved the exercise was completed. However, it was determined that video transmission between the two sites is possible.
  5. AEC Strategic Planning Meeting was held on September 26th. Information regarding this meeting can be found at .
  6. Weekly ARPSC "Simplex Net" was discussed and the value of beginning one again was unanimous. Although, the Net Control AEC K8DRB believes this Net should be held weekly on a repeater, rather than on a simplex frequency. Discussion followed, the K8DRB will make this decision.
  7. NEW EAS - SKYWARN Procedures coming soon
    1. Discussion about how Warning Sirens are activated in the county. Sirens in Williamston & Webberville are now set off from Lansing.
    2. Trent Atkins has purchased the new Barons Weather Software! This is the live feed from the WLNS Doppler Radar. It will be configured soon
    3. Discussion about allowing, or not allowing non-trained spotters to give reports to Net Control - More to follow soon
    4. Lansing/Ingham ARPSC needs more trained Net Control Operators!!! If you are interested, please contact Tom Shaver - KC8NJK.
    1. If you do not have a valid City of Lansing ID Card, we will be compiling a list during the October meeting, in order to get you one.
    2. If you have an ID card, please bring it to the October meeting in Lansing.
    1. The Lansing/Ingham ARPSC group requires everyone to pass a Background Check performed by the Lansing Police Department. Everyone that has not already will be provided forms to be filled out to begin this process.
    1. This group has now been in existence for about nine years and the FEMA IS certificates have passed through the hands of five emergency managers. Some records are in Mason, some in Lansing and it is difficult to tell (Officially) who has actually completed what.
    2. As of January 2008, all records will be brought up to date. As of this date, your file must include copies of all FEMA IS classes you have completed. Tom Shaver - KC8NJK will have someone collect all the certificates and file them by name. After such time, we’ll know what we have records for and what we don’t. (If you would like to volunteer to take on this project, contact Tom Shaver - KC8NJK)

    1. New procedures were discussed: WA8BEN will be creating county maps divided into "Divisions" in order that spotters can be designated to stay or report to specific areas of the county. Each division will have designated positions for spotters to report.
    2. Lansing/Ingham needs more trained Skywarn Net Control Operators!

    1. Need for someone that enjoys modes like Packet & APRS to oversee those in our club willing to volunteer working these modes
    1. Need for someone that enjoys working HF Voice & Code to oversee those in our club willing to volunteer working in this area.
